Budget Committee

Reviews and finalizes the annual budget before it is submitted to the Board of Directors and the Conference of Members. Members are from the Executive Committee: one from each region appointed by the President, and the fifth member shall be the Treasurer, who shall be the Committee chair.

Bylaws Committee

Receives, reviews, recommends and interprets proposed amendments to the Bylaws and Standing Rules. The Committee shall consist of a chairperson and one member from each region appointed by the President.

United For Positive Reform

Communications & Technology Committee

The Communications and Technology Committee informs the PORAC Board of Directors as it relates to all aspects of technology, from the way through which technology is used to conduct PORAC business to the use of technology/social media platforms to communicate on behalf of PORAC. The work on the committee shall include addressing emerging issues in the use of different types of technology; reviewing web resources and platforms used by PORAC, making recommendations as needed; functioning as a resource on aspects of technology, its use for professional responsibilities and its use by PORAC and its affiliates (I&B / LDF / Training), Chapters, Associations and members.

Credentials Committee

Determines the eligibility of candidates, voters and proxies at the Conference of Members. The Committee receives and tallies votes, then reports the results. The Committee is made up of one member from each Region as recommended by the Region Directors and appointed by the President, who shall appoint the Chairperson.

Fiscal Management Committee

Reviews, records and makes an annual fiscal report to the Board of Directors for submission to the membership. The Committee consists of five members: one member selected from each region and the Treasurer, who shall be the Chairperson. The annual fiscal report is given at Conference by the Chairperson of the Committee, the Treasurer. Every year a financial audit prepared by an independent accountant shall accompany the annual report.

Memorial Committee

Reviews PORAC procedures on line-of-duty deaths. Members are one per region, appointed by the PORAC President and approved by the Board of Directors. The President serves as chairman.

Recruitment and Retention Committee

Responsible for program development of presentations to current members and prospective member associations regarding all aspects of PORAC, its benefits, publications, affiliates, programs and functions. The committee shall consist of at least one member from LDF, I&B, RMT and the Executive Committee. The PORAC Vice President is the Chair of the committee and may appoint, subject to the approval of the President as ratified by the Board of Directors, up to two additional committee members if deemed necessary.

Retired Associate Members (RAM) Committee

The Retired Associate Members (RAM) Committee shall assist the Board of Directors and Executive Committee regarding issues that may affect the interests and well-being of our retired members. The RAM Committee will consist of one retired associate member from each region appointed by the President, subject to the approval of the Board of Directors. The RAM Committee shall appoint one of its members to serve as Chair of the Committee. The RAM Committee Chair or one of the Committee representatives may attend Board of Directors meetings and Executive Committee meetings as required at the discretion of the President.

Scholarship Committee

Determines the scholarships to be presented to dependents of PORAC members on a yearly basis. The Committee consists of five members appointed by the President for a one-year term subject to the approval of the Board of Directors, one member per region.

Specialized Police Associations Coalition (SPAC)

The Specialized Police Associations Coalition (SPAC) Committee shall assist the Board of Directors and Executive Committee regarding issues that may affect associations whose members obtain their authority by any section other than 830.1 or 830.2 of the Penal Code. The SPAC Committee will consist of one active member from each region appointed by the President, subject to the approval of the Board of Directors. The SPAC Committee shall appoint one of its members to serve as Chair of the Committee. The SPAC Committee Chair or one of the Committee representatives may attend Board of Directors meetings as required.
