
The Emergency Manager, a newly established position, necessitates an understanding and the ability to embrace the breadth and complexity of the emergency management needs of a full-service city that serves a diverse population of over 320,000 people. The ideal candidate brings a balance of practical emergency management experience, teaching/coaching experience, and leadership vision. The Emergency Manager will be a good collaborator, a strong writer, and can communicate well across various platforms.
Specifically, the City of Stockton seeks a seasoned professional to maintain the City’s Emergency Operations Center in a state of readiness, maintain the City’s Emergency Operations Plans, and develop emergency preparedness training, exercises, and drills.
The incumbent will work a City of Stockton 9/80 schedule. A typical schedule is Monday-Thursday7:30 a.m. – 5:30 p.m. Monday through Thursday, 7:30 a.m. – 4:30 p.m. Fridays, with every other Friday off.
MINIMUM QUALIFICATIONS
Education/Experience:
Possession of a Bachelor’s degree from an accredited four-year college or university with major course work in emergency management, fire administration, public administration, business or related field and three (3) years of progressively responsible experience in emergency management, emergency preparedness and relief, disaster management, homeland security, or related field with responsibility for managing and coordinating an emergency or disaster preparedness response and recovery program at the local, state, or federal level, which includes at least one (1) years of supervisory experience.
A Master’s degree from an accredited four-year college or university with major course work in emergency management, fire administration, public administration, business, or related field maybe substituted for one year of work experience.
Other Requirements
• Prior to appointment, must obtain a valid California driver’s license.
• Must obtain and maintain a Federal Emergency Management Agency’s (FEMA) Emergency Management Institute (EMI) National Emergency Management Advanced Academy (NEMAA) Certification or a Certified Emergency Manager (CEM) certification within 36months of appointment as a condition of continued employment.
• Must successfully complete the following Incident Command System (ICS) courses within six (6) months of appointment as a condition of continued employment (desired at time of appointment):
o ICS-100: Introduction to the Incident Command System
o ICS-200: Incident Command System for Single Resources and Initial Action
o ICS-300: Intermediate ICS for Expanding Incidents
